Punjab’s real estate market continues to offer stamp duty concessions for women buyers, a policy that has been in place for several years to encourage female property ownership. However, unlike some other Indian states, Punjab does not yet have a dedicated stamp duty exemption specifically for first time homebuyers.
No Standalone First Time Buyer Benefit
Despite frequent demand from buyers and developers, Punjab does not currently offer a separate stamp duty rebate solely for first homebuyers. A buyer purchasing their first property is treated the same as a repeat buyer unless the property is registered in a woman’s name or falls under a special, time bound scheme.
This puts Punjab behind states like Maharashtra or Uttar Pradesh, where targeted first time buyer incentives have been used periodically to boost housing demand.
Recent Temporary Relief for Housing Societies
In a recent move aimed at clearing long pending registrations, the Punjab government announced temporary stamp duty concessions in early 2026 for cooperative housing societies. Under this notification –
- Original allottees were granted 100% stamp duty exemption.
- Subsequent buyers were offered concessional rates ranging from 1% to 3%, depending on the date of registration.
These concessions are time bound and apply only to specific housing society transactions, after which normal stamp duty rates will resume.
What This Means for Buyers in Punjab
For now, women buyers continue to enjoy the most consistent stamp duty benefit in Punjab, while first time buyers do not receive a separate concession unless covered under a special scheme. Industry observers believe introducing a structured first time buyer incentive could further boost end user demand, especially in affordable and mid segment housing.
As Punjab’s real estate sector moves towards greater transparency and policy reforms, stakeholders are watching closely to see whether broader buyer centric stamp duty reforms are introduced in the coming years.
